I think in your situation, the strategy should start from scratch.... Like educating people about hygiene and grooming...u can use ads & surveys using Afghan ladies; highlighting that they prefer clean shaven guys to Long Bearded man... you can even introduce different styles in beards .. does this sound crazy? You can maintain beard lines... At end of the day...don't presume that blades are used by Afhgans only to shave..they use it in other places too... thats wacky...but still!
